Malaysian Technical Cooperation Program (MTCP)
The MTCP was established in 1980, to promote and facilitate technical assistance to participating developing countries. The programme consolidates various forms of technical cooperation in areas where Malaysia has the experience and expertise. The MTCP implemented by INTAN is based on the fact that the development of a country depends on the quality of its human resources. Such human resource quality can best be achieved through training. Presently, the MTCP covers 140 developing countries. A total of 3,869 participants have been trained under the programme conducted at INTAN.
The MTCP offers the following assistance:
- Fellowships and scholarships for degree courses at 5 local public universities and short
term training courses at various institutions in Malaysia;
- Study visits and practical attachments at participating government agencies in Malaysia;
- Training facilities for participants, sponsored by Third Country/International ogranisations;
- Secondment of experts; and
- Projects and equipment on a case-by-case basis.
FELLOWSHIP/SCHOLARSHIP
The terms and conditions of scholarship/fellowship awards under the MTCP at INTAN include:
Allowance and Per Diem
- Food and lodging are provided by INTAN;and
- Participants are given an allowance of RM20 per day
Fares
A return air ticket on economy class is provided. This is from the capital city of the recipient country to Kuala Lumpur and back. Expenditures such as Visa and transit fees, excess baggage fees are borne by the recipients.
Course Fees
All course fees are borne by the Malaysian Government
Medical and Dental Treatment
Candidates should be certified medically and physically fit to participate in this programme.
During participants' stay in Malaysia, all medical and dental expenses in government hospital/clinic are at the cost of the Malaysian Government. Dental treatment however is restricted to extraction and filling which must be carried out in government hospitals/ clinics only.
AGE
Applicant should be between 26 to 45 years old at the closing date of the application.
NOTIFICATION
An applicant is not successful if she/he does not receive notification of the award four (4) weeks before commencement of the course.
ATTIRE FOR THE COURSE
For lectures, male participants are required to be in long-sleeved shirts with ties and tailored pants. Ladies should dress in appropriate office attire. For formal occasions, suit jacket and tie or national costume is required.
ENTRY REQUIREMENT
Persons seeking to enter Malaysia must be in possession of valid passports or other internationally recognised travel documents endorsed for travel to Malaysia. Such passports or other travel documents must be valid for at least 6 months beyond the period of stay allowed in Malaysia. In the case of a national passport not recognised by Malaysia, the holder must be in possession of a document in lieu of a passport obtained at the nearest Malaysian Mission abroad. Travellers from certain countries in South America and Africa are required to produce the Yellow Fever Vaccination Certificate at the entry point in Malaysia.

HOW TO APPLY
Application must be made in the standard application form obtainable from official representatives (Embassies or High Commissions) of the Malaysian Government in the respective countries. All application must be submitted through the applicant's government to the official representatives of the Malaysian Government and must reach INTAN 3 months before the commencement of the course.
