Abstract

Submarine cables, often unseen yet vital, form the backbone of global communication networks. These fibre-optic cables traverse the ocean floor, connecting continents and facilitating data exchange that powers our interconnected world, making them indispensable to modern telecommunications and the global economy. As communication networks increasingly underpin all facets of modern society, the integrity and reliability of these cables are paramount. This research delves into the significance of submarine cables for Malaysia's economic development, national security, and societal well-being. Adopting a qualitative approach in conducting a comprehensive assessment, this study evaluates the imperativeness of integrating submarine cables into Malaysia's Critical National Infrastructure (CNI) framework. The objectives of this research are twofold. Firstly, the research investigates the strategic importance and potential risks of failing to incorporate submarine cables into Malaysia's CNI. Secondly, the research examines the factors such as cybersecurity threats, economic implications, international partnerships, and technological advancements that impact the CNI to provide recommendations for policymakers regarding the integration and safeguarding of submarine cables in Malaysia's national infrastructure framework. The study emphasises the need for proactive measures in infrastructure planning, maintenance, and security protocols to ensure uninterrupted connectivity and resilience in the face of emerging threats. Ultimately, this research underscores the indispensable nature of submarine cables in Malaysia's quest for socio-economic advancement and geopolitical stability. It advocates for a holistic approach to infrastructure management that integrates submarine cables as essential lifelines for the nation's prosperity and security.
