Abstract
Why do people choose public sector employment? Do they choose public sector employment because of extrinsic factors or intrinsic factors? Also, are there idiosyncratic factors, peculiar to the civil service, that influence some to serve in the civil service? Answers to such a question are necessary because, while there have been studies of job motivations among public servants and possible policy outcomes, the studies have largely been silent when it comes to identifying factors that influence people to serve in the public service. The underlying arguments are that there is a need for us to move away from a monolithic argument that public servants are motivated to join the public service based on extrinsic and intrinsic motivations. While extrinsic and intrinsic motivations are important in assessing people’s choice of the civil service, other considerations that might supplement intrinsic and extrinsic factors should not be dismissed. This article holds the view that there are intrinsic and extrinsic motivations to joining the civil service but such motivations must be taken in the context of other factors that are inherent in the Malaysian society.
