Abstract

Malaysia is expected to face a loss of more than one million expert talents in various fields by 2030 if the issue of professional migration is not strategically addressed. This issue is quite worrying considering that Malaysia aims to be a leading country and listed among the 20 most developed countries in the world by 2050. Talent management is a key to success for an organization to survive and continue to remain competitive, especially in the public sector. Effective talent management has a significant positive impact on organizational performance. Thus, the researcher detailed the definition of talent based on the conceptual framework of talent as well as from previous studies. In addition, the researcher also explained the concept of talent management in both the public and private sector. This study is expected to provide a clear understanding especially to human resource managers regarding talent management and can help human resource managers in planning an effective talent management strategy through an accurate understanding of talent management and further provide added value to an organization in accordance with the idea of Malaysia Madani which emphasizes on good governance practices and balance from all aspects.
